Same problem here, forever, have not found a solution. Wish I could be more help.
I would like to set my display time-out to 5 or 10 minutes. And I have it stay there. I have re-set it about 50 times. But sometimes, without warning, the setting defaults back to 15 seconds. Then I reset it and everything is fine. For awhile. Then it seems to flip back to the factory default setting. And I go through the whole process again. Am I missing some step? Is this normal? If I shut the Prime down and reboot, sometimes, it returns to the default setting. Sometimes it doesn't. What's up with that?
FWIW Prime with ICS and latest firmware update. Yes, I had this issue before the recent .28 update. And yes I have tried a cold reboot.

Interesting... I think I have had mine set at 5 mins for months now. I guess I can't say how long for sure. I, too am on .28 and have always used the latest fw available.
Do you own a dock? My unit has never been docked.
Have you ever used the hdmi out? I have not.
I'm just trying to think of things that could be different or may affect screen settings.

It hasn't been mentioned for a really long time but there were a few discussions many months ago. One of them began with my complaint that I set it to not lock for several minutes after turning it off, actually putting it to sleep. I have had that same problem with my TF201 from the beginning, however even though it has been a while since I tested it it seemed to change the setting back to default if my TF was either turned off, completely, or restarted. I can get the timeout to stick sometimes for a day or so then it defaults back to 1 minute.
Likely something I'm doing or have installed that is causing that problem.
