Sync on/of switch?
TF700 w/ android 5.1 is not very fast to begin with, but whenever I turn it on it takes 1-5 minutes to apparently go through syncing and maybe checking for updates before opening. I found if I leave wifi off it performs much quicker and I also found that leaving any additional apps open slows the one I want to use. I often use the tablet to read w/ the Amazon Kindle app, which I guess has its own problems, but even with other apps having more than one open at a time slows everything.
Is there some type of switching procedure that can be used to shut off all sync and update checking rather than leaving the wifi off? That way a user could simply switch it on to get these pushes at times the tablet is inactive and off when using it.

Yes. Turn off SYNC in Google settings. Disable Auto-updates for apps in the Google Play Store. Download and Install Greenify app from the Play Store and use it to hibernate apps that auto-start. Enable the Developer settings and select fewer background apps.

Wended my way through those settings and the download and I'll see what happens. I'm not sure how Greenify works yet, but if Auto-updates for apps is already disabled in Goog Play Store, what's left for Greenify to do?

This one you'll have to do every time you boot up, it resets each boot. I've not noticed any difference in performance changing it anyway, but of course YMMV. What ROM are you running? And specifically, is your /data partition formatted as f2fs? This is probably the biggest single thing you can do to improve the 700's performance, but not all ROMs support it, or more accurately not all kernels support it.

Kevin - You're talking custom ROM's -- the OP may have little knowledge of formatting partitions in a non-stock ROM.

Yup. He said he's on 5.1. I think it was when I was first trying ZombiPop that I inadvertantly flashed it over an ext4 /data partition, and it ran, but just barely. Horrible lag...

Plenty! Even if there's nothing going on up front and visible, they are still partying in the back!
If you are running a Katkiss rom you should have the Katapp installed which can throttle mediascanner, a horribly resource hungry service. Look for the filter in Settings and white list the directories where you keep your media and only those.
Well, you should always let it scan /system/media/ or it might not find notification sounds and such.

Unless it's changed in the last few days (With @timduru, the developer, it's entirely likely), it's a bit difficult to find the KAT app for the Nougat versions of KatKiss. It's hidden in the TF300 section, but works fine on the 700.

Um - the MediaScanner filter is built into Settings right above the System UI Tuner. At least in 7.0 v08
