If you mean can you change these settings in the wireless settings for the TF, then the simple answer is "AFAIK no, you can't".
The somewhat longer, but far less friendly answer is "sorry - you want to do what? This is a mobile phone OS, not a full computer OS. That sort of in depth configuration of network settings isn't provided for."
But I have given you a chance, at least.Someone with Sheldon Cooper's genes will come along now, tell me I don't know what I am talking about and explain just how you can configure in the way you are asking.

If you know your way around a Linux system, you can probably set them the same way. Of course you'll need root and a terminal emulator. I'm deliberately being vague, because if you don't know what you're doing, you shouldn't be changing these values in the first place.
