Angry Rear camera shot maximum only 15 FPS with Windows 10

After the migration from Windows 8.1 Home x64 to Windows 10 Home x64 rear camera began to take off only at 15 frames per second, the maximum value is achieved in the most bright and sunny day! Prior to that she filmed Windows 8.1 as the provisions of 30 frames per second. I think that the problem is in the camera driver for Windows 10 (in Device Manager Windows 8.1 it was called as "Intel(R) Imaging Signal Processor 2400", in Windows 10 as "Intel(R) AVStream Camera"). Uninstall and reinstall "Windows Camera App 2016.404.190.0" does not help. Tried to install in the Windows 10 camera driver from Windows 8.1 - in this case, no longer see the camera "Windows Camera App" (message "We can't find your camera").
    Who knows the decision issue?
    Please help!
