500GB on Asus T200TA slow to spin up. Normal?

I have 32GB+500GB in my Asus T200TA.
I use mmc partition for windows 10 and D: drive in the keyboard dock is for files. Everytime I try to access D: 500GB drive, it spins up for a second, then I open for example a 50 page Word document or PDF file, and while I am scrolling down every 15 pages or so, disk spins up for a second, system pauses for a second and then I can scroll down again.
Is this slow perfromance normal when using 500GB 5400RPM drives, should I just use that keyboard dock drive for storage and keep working files on 32GB drive, or there is some kind of problem with Power saving setup or drivers?
For the record drive doesnt spin up and pauses when I am not using it, only when I try access something or reaccess it spins up and pauses everything for a second
