I have acquired an Asus fonepad for my good lady and have noticed that the invitation to swap apps into and out of phone storage has been removed in Jelly Bean. Can anyone advise me how this is done in this environment.

This option is up to the phone OEM and how they want to implement this.
Asus has not enabled moving apps to the SD on any of their devices. The premise behind this was for phones with very limited on board memory to allow them more space for apps.
Most phones and tablets now have a minimum of 8 GB of space if not more and moving apps to the SD cards is not necessary. I have more than enough apps to keep my occupied and productive on my tablet and I have about 2 GB of apps. Yes, games can take up a lot of room and may be the biggest issue with the space.
