The WEB came can usually be, is typically, controlled bu the specific app you need to use with it. For instance, with Skype you need to go into the settings and tell it to use the camera. What are you wanting to do?

Would like to use skype and other sites like chatroulette. Chatroulette tells me that there is no webcam detected..

Some sites, especially those that need to be accessed by a browser won't recognize the WEB cam, some few will. That site may be one that can't see the hardware properly.
