The available keyboard dock has a full size usb input. Some external drives require power from a second usb port so a cable with 2 ports may be required.

Welcome to the forum
As long as any Android tablet you buy has got a full USB port on it, or the ability to use USB OTG using a microUSB to USB adapter then you should be fine as long as you get a good video playing app from the Play Store. MX Player is the app I always recommend - its free and does a great job.
One other thing you should be aware of - not all external HDDs get enough power from a tablet USB connection to run them. We do get reports here of drives that will only power on if a/c power is also available to the tablet so you might wish to factor that into your research and perhaps check it out in a store if the device you are looking for is available.
Finally, believe it or not, some of the cheaper tablets available have more connectivity than the more expensive ones, so perhaps dipping your toe in the water with one of those initially might be an option to consider.
