I tested this out and had good results. I was able to send a picture from my 201 to my Samsung Galaxy S III via Bluetooth. Here are the steps I took.
I first paired the 2 devices. While viewing the photo on the tablet in Quickpic I chose Share from the menu and selected Bluetooth. On the phone I accepted the incoming file transfer request and the picture copied over without issue.

I at first had the same issue. When I shared a image on my asus transformer tf300 via bluetooth with my laptop (bluetooth already paired), I got the message: "File not sent." on my tablet.
Then I right-clicked on the little bluetooth icon in my Windows taskbar. A little menu opened where I could select "receive file". Then I tried to share the image again via bluetooth from my tablet and this time it worked

Yes..... Whatever device you are sending the file to that device needs to be told to accept the file.
.........I don't always get your questions right.... but you'll certainly know I've tried.
