Yes, both are data wipes (which will wipe out all your data and reset it to factory settings like right out of the box) so be careful! When you use the power/ volume down you have to be very careful when you just want to Cold Boot (hard reset which does NOT wipe data, it only helps the TF to "think straight" again). When the small print in the upper left corner FIRST appears, I just let go of both buttons and by default the TF will just do a cold boot. I have never had to Factory Reset (wipe all data) which you are talking about.

Ever since the new firmware update, the Factory Reset (goodbye data!) and the Hard Reset (no data loss - just helps to clear up TF issues) is now so confusing when using the power button/volume down that if I was to ever have to do a Factory Reset it would be better to go through Settings.

If the Rescue Squad wants to correct me, but I still believe as soon as the FIRST set of printing appears (it only stays about a second) and you then press your volume control UP at that time a Factory Reset will take place. I don't want to try it because I DON'T want to lose my apps etc! That's the way it used to be. There was a discussion about this on another thread and I don't think it got resolved in that thread.

I had reasons to wipe all data because my TF was in a boot loop.

I learned that once you are in the reset mode with the fine prints showing in the upper left corner, there will be two icons in the middle of the screen. One for cold boot and the other ( I believe the left one) clearly say wipe data. Pushing the down volume button helps select or highlight the icons of your choice. The up volume button confirms the selection. Be careful that the one hightlighted will execute in the given time, like in 10 seconds.

You will not lose your data in the microSD. I had to reinstall the apps and etc... Lost my game scores. Learned the hard way! Small price to pay in order to get the TF up and running again.
