ok done alot of search and turns out its from windows itself
by default when you close the lid you can either choose to go to sleep or keep the screen lit:
-one function requires stopping all programs " choosing the sleep mode" in which you are letting only the RT programs to keep functioning

-the other function is to let the screen active all the time meaning you can have windows x32 bit apps run along normal RT apps
whether you wish to close the lid or not.

considering the fact that the screen takes up alot of the battery consumption requiring alot of battery juice

so in short terms you want to isolate the screen from the win / sleep mode / running apps in background kind of problem
to do so you must add a function to the registry
the function goes if the lid is set to SLEEP when closed windows shouldnt lock itself at all
by default windows locks out when sleep is enabled
so by adding the following code to the registry you are letting the windows go to sleep without getting lock out
    "Windows Registry Editor Version 5.00

    [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Win dows\Personalization]
the above code shoud be typed in a .txt file and saved as a .reg file without the ""
after saving launch it confirm all
now when you close the lid the screen turns off and the apps continue to function properly "only if you set closing the lid to sleep in the power options"
only down side now is you cant lock out only by the start screen "SLEEP" button
if anyone can tell me how to add the lockout function to the "power button" when set to "sleep"
    it would be much appreciated
