I would try to get as much off the drive as you can:
Rescue Files when Windows Won't Start - Microsoft Community

There are a couple of more system fixes that you can try:
System file check (SFC) Scan and Repair System Files & - Microsoft Community

I am thinking you may have to reformat your C: drive to accept the OS. What kind of error did you receive? Is the c: drive really full? Can you do a system restore?

im gonna try it what you suggest..

but i will try your suggest first.. then i will inform it again after i try it..
    thanks

When you have tried to install Windows 8.1 before are you doing that via the recovery options or have you created installation media on a USB that you are using. If so, how did you create that media?

i try install windows 10 on my T100TA.. but its same.. after finish install.. auto restart then back to setup windows again..
trying sfc scan.. after 100% .. failed.. windows resource protection could not perform the requested operation
    then i try DISM.. error:50

i think the problem is on my bios/firmware..
can i downgrade my bios.. if it can.. what version bios i have to take..

    thanks

You probably didn't have the proper ISO file. If you download the correct one from microsoft you won't need to provide a license key.

If you would like to install Windows 10 instread, I have a guide to walk you through the steps
[GUIDE] How to Clean Install Windows 10 and Install Drivers

If you want to stick with Windows 8.1 I can provide you with a link to a proper guide to follow.

I doubt anything is actually wrong with your BIOS. It's just that your windows partition is corrupted and likely the recovery partition as well.
