OK. I got it to work but it always fail at 50%. Now My C: has suddenly ran out of space. I can't delete any programs or folders, it says I have no permission.

Sounds as if your device could be locked down in the BIOS. That's if you are doing the wipe and reinstall correctly. If you wipe it first (reformat/repartition), and you are installing the version of Windows that is already on it, it would not report disk full messages. Neither would you be in Windows trying to delete programmes or folders...

If it is the case that it is locked down in the BIOS then either you have suffered a very, very bad malware infection, or more likely your provider has locked it down to deliberately prevent you from doing all the things you are wanting to do with it.

I think I'm doing something wrong.

After I finished the Media Creation Tool. I just run the setup from the USB flash drive and it automatically says "installing windows 8.1"
So, I need to wipe the pc first ? But how? I can't access my pc settings and recovery drive says error.

    From Microsoft's help page...

You cannot reformat a disk or partition that is currently in use, including the partition that contains Windows. This is a safety feature so that you cannot delete Windows by accident. To reformat your computer's hard disk and reinstall Windows, restart your computer using the Windows installation disc (this is commonly known as booting from the installation disc). During the Setup process, you can repartition and reformat your hard disk and then reinstall Windows. The process will erase your files and programs, so be sure to make backups of your data and program files before you begin.
So you need to access the BIOS, alter the boot settings, boot from the external media & do it from there.
Why not "ask a friend" - you must have IT geeks you know...
