What about other programs? This might be a chrome issue and not a windows scheduler or bay trail SoC issue.

I had batterybar installed, I uninstalled it to see if that would fix the problem and no it doesn't. Still does the same thing though. Even during which I had batterybar installed and chrome installed way before then, I was not having this problem it only recently came up. should I uninstall chrome to see if thats the problem ?

I uncheked it. But its still does the same thing when i close chrome. the cpu hovers around 1.00 Ghz range. Im going to install the latest updates which is bios 304 and intel SOC package to see if that helps.

Cannot reproduce the issue unfortunately. But config might not be comparable.

Is this only occuring during or after launching Chrome? Desktop app? If not a desktop app and the metro version, are you killing the app or just exiting? Because just exiting leaves it resident in memory, at least until more RAM is needed by the system, and might leave any processes associated with it still running. Try actually killing it instead of exiting and see what happens.

Perhaps give this a try. It's desktop only but far superior to task manager at observing your system loads.

This happens even before I open chrome. but even if I do and I plug in the power before or after opening chrome desktop, The cpu goes back to the normal idle clocks. shouldn't this be the other way around ? So maybe chrome isn't the issue here.

Found out it was a software problem, fixed it by refreshing my tablet. To refresh your tablet go to Metro Interface>PC Settings>Update and recovery>Recovery>Refresh your PC. I'm guessing it was a registry error or something, but its working as it should now.
