I'm not certain how those prepaid (gift) cards work but the answer to your question is that the purchases can be made with/from the app or directly from the WEB site. I think you can do that if you go to the site with a browser and you can tell the app to install to the tablet from there. Someone else may have a better answer.

From what I can ascertain from the Google help on their "gift cards" - which is what you are talking about - when you go to buy an app, movie, book or whatever from the Play Store, one of the options will be to pay by a gift card. At that point you'd enter the code for that card in the way the Play Store website or App asks you to.
I have never used one, but the lack of any clear process in Google's help would make me assume that the process must be self evident. If you bought a $10 gift card, then effectively you would be loading up your Google account with that amount of purchasing power to be used in the Play Store.

Janner is correct. I purchased a $25 card at the grocery store (located on a rack where they sell iTunes and visa cards) and was able to redeem inside the Google play app using the code on the back if the card. After that it is used like a bank balance which decreases as you purchase apps, music, movies, magazines etc. The card does not expire so there is no reason to buy everything at once. When you get down to a very small amount of money, say 96¢ and you want to buy a 99¢ app, you need to load on a new card which will again add to your balance.
Oh and almost forgot. Apps are refundable for 20 minutes after purchase and you can use them on all devices that share the sane Google account.

newbie to newbie...i have a "debit"? credit card. (unless you add money to it there's nothing on it) its similar to those gift card things. i've used it to purchase the much needed Puffin Browser from the Google store without problems as well as a Kindle book.
